Glenn Hegar
Background
Glenn Hegar was elected Comptroller in 2014. He has been an advocate for job growth and greater diversification of the Texas economy. He believes all levels of government should be open and accountable to the Texas taxpayers. Prior to Comptroller, Hegar was in the Texas Senate where he oversaw state and local revenue matters during the 83rd legislative session and was instrumental in cutting $1 billion in taxes for Texas taxpayers and businesses. He also served in the Texas House of Representatives.
Awards
Hegar’s agency recently received the Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association of the United States and Canada (GFOA) for its fiscal 2020 Annual Comprehensive Financial Report (ACFR), which was released in February 2021. Hegar also was named “Texan of the Year” by the New Braunfels Chamber of Commerce and the Texas Legislative Conference on Monday for his outstanding service to the state, especially during the COVID-19 pandemic.
Chapter 313
Chapter 313 of the Texas Tax Code serves as a major incentive to promote economic development in the State of Texas. Texas’ relatively high local property taxes can serve as an obstacle to businesses considering whether to locate here. Chapter 313 allows school districts, under specific conditions, to limit the taxable value of a business with respect to M&O taxes for a period of ten years.
There was recent controversy when the Comptroller’s office called for a rule change in the reporting. Comptroller officials had cast the proposal as a way to lessen administrative burdens for the office’s staff and the companies receiving tax breaks, replacing a “paper-based reporting system with an online system.” Because of the public’s concern over transparency, Hegar has said that he is not going to adopt the rule change as it was originally proposed and that all the data that people are concerned about or want is still going to be available.
Mark Goloby
Goloby has a BBA in Accounting from Texas A&M. He is self-employed at Total Cellular Technologies. Goloby has served as Precinct Chair Harris County 398. He is a member of BIZPAC serving as Education and Curriculum Chairman. He has been an activist in leading the repeal of Chapter 313. Goloby entered the Comptroller race at the last possible moment and raised no money.
