RECOMMENDATION:

Cecil has been a hard-working legislator constantly mindful of the limits on government laid out in our Texas and US Constitutions, to which he often refers.  His efforts reflect the values of HD3 regarding our conservative approaches to culture, fiscal restraint, and wise stewardship of Texas’ natural resources.  Cecil’s deep dedication to representing the people of House District 3 is clear and the Texas Patriots PAC is proud to support his re-election.

CECIL BELL, JR.

Since January, 2013, Cecil Bell, Jr. has represented House District 3, which includes Waller County and portions of Montgomery County. A sixth generation Texan, Cecil’s active business enterprises included construction and calf/cow operations. He is a LTC in the Texas State Guard, Texas Military Department. Cecil also serves as chairman of the Montgomery Precinct 5 Constable TECOLE Training Academy, and has served as chairman of the Greater Magnolia Economic Development Partnership. Prior to being elected state representative, Cecil was president of the Magnolia School Board.

Since 2013, Cecil has maintained a “5 to 9” approach to serving in the Texas House.  That is, he spends his time after the session closes that day reading the bills so that he is informed and prepared to vote his values.  This is Rep. Bell's fifth Session in the Texas Legislature. He currently serves as Chair of the House Appropriations Sub-Committee on Strategic Fiscal Rev. & Fed. Relief Funds and Vice Chair of the House Appropriations Committee for Articles VI, VII, and VIII. In addition, he sits on the House Committee on International Relations and Economic Development.

Throughout his years at the Legislature, he worked on dual credit access to career and technology courses; ensured Prairie View A&M University's eligibility to use unexpended balances for the Center for Study and Prevention of Juvenile Crime and Delinquency; updated the definition of first responder to include our vitally important and hard-working emergency response operators and emergency services dispatchers; and authorized a property owner to request a protest hearing notice to be delivered by certified mail or email. Rep. Bell also authored legislation to combat inadequate landfill permitting like the proposed landfill in Hempstead and legislation to protect the rights of property owners in an eminent domain proceeding.

Over the years, Cecil has been a strong visible supporter of marriage between one man and one woman.  He also visibly opposes the ongoing efforts to build the high-speed Texas Central railroad due to false claims of the project being privately funded, that Texas Central has given land away to the Japanese government, and threats to use eminent domain to secure property for this project. 

KELLY McDONALD

Kelly McDonald moved to Magnolia 19 years ago. A native Texan, Kelly hails from Quitman, a small town in East Texas. She attended Texas A & M University of Commerce and studied Marketing and Organizational Leadership. She has been a Realtor in the Magnolia and Woodlands area for 17 years and works for Rose Realty. Prior to her success in real estate, she worked in business development. Her background also includes international work experience in South Korea and London. She is most proud of her work as a middle school and high school basketball and track coach and considers mentoring teenagers a great honor and responsibility.

Kelly was a member of the 2014 Magnolia ISD Parent Leadership Committee, the 2015 Magnolia Facility Planning Committee, a member of the ALPHA Academy Campus Improvement Committee, and graduated in 2018 from the Texas Association of School Boards Leadership Program earning the designation of Master Trustee.

Kelly is currently a Commissioner for the Montgomery County Housing Authority for Precinct 2. She works with other commissioners to oversee federal aid to provide safe housing for the elderly, our veterans, and people with disabilities. She is also a Board Member for the Greater Magnolia Parkway Chamber of Commerce and serves as Chair of the Government Affairs Council. Kelly is also a member of the Magnolia Rotary Club and serves as President this year.
